摘要
根据现有公立医院财务管理队伍的现状与特点并结合财政部关于《会计行业人才发展规划(2021—2025年)》的要求,探索财务队伍建设与人才培养的切实可行路径。文章从顶层设计角度出发,分别以自我管理培养、竞争选拔、分层式培养、权力制约4个维度构建人才培养机制,并通过样本医院对该机制加以实践,将原先只会从事基础财务工作的财务人员逐步转型业财融合型财务人员,增值作用显著提升。
According to the current situation and characteristics of the financial management team of the existing public hospitals and in combination with the requirements of The Accounting Industry Talent Development Plan(2021-2025) of the Ministry of Finance, to explore the feasible path of financial team construction and talent training. From the perspective of top-level design, the talent training mechanism is constructed from four dimensions of self-management training, competitive selection, hierarchical training and power restriction. Through the initial operation of the mechanism in sample hospitals, the financial personnel engaged in basic financial work were gradually transformed into the financial personnel of industry and finance integration, and the value-added effect was significantly improved.
