集中连片特困地区特殊扶持政策实施效果评估——以新疆南疆三地州为例

Evaluation on the Implementation Effect of Special Support Policies for Concentrated Contiguous Poverty-stricken Areas——A Case Study on Three Prefectures in Southern Xinjiang

集中连片特困地区特殊扶持政策是我国解决区域性整体贫困问题的重要举措。文章以新疆南疆三地州为研究对象,运用双重差分法客观评估自2011年实施集中连片特困地区特殊扶持政策以来的效果及影响机制。研究发现:集中连片特困地区特殊扶持政策的实施显著促进了新疆南疆三地州区域减贫和经济发展,政策实施促进了实际GDP和人均实际GDP的提高;政策实施对贫困程度深、发展落后地区的减贫效应和区域经济带动效应较强;政策实施可通过提高乡村就业率、城镇化水平、县域医疗水平、社会保障水平等推动区域经济发展。

The special support policy for concentrated contiguous areas of extreme poverty is an important measure for China to solve the problem of overall poverty in the region. This paper takes the three prefectures in southern Xinjiang as the research object, and uses difference-in-difference method to objectively evaluate the effect and impact mechanism of the implementation of the special support policy for the concentrated contiguous areas of extreme poverty since 2011. The study finds that the implementation of special support policies for the concentrated contiguous poverty-stricken areas significantly promoted poverty reduction and economic development in the three prefectures of southern Xinjiang, that the implementation of the policy boosted real GDP and per capita real GDP growth, that the policy implementation had a strong effect on poverty reduction and regional economic driving in the areas with deep poverty degree and backward development, and that the policy implementation could promote regional economic development by improving rural employment rate, level of urbanization level, county medical care, social security, etc.
