农地“三权分置”政策执行障碍性因素分析——基于史密斯政策执行过程模型

Analysis on Obstacles to the Implementation of the Policy of"Separation of Three Rights"of Agricultural Land——Based on Smith Policy Implementation Process Model

“三权分置”是现阶段农村土地治理的重要公共政策,其顺利执行对形成高质量政策绩效至关重要。文章基于史密斯政策执行模型,以政策本身、目标群体、执行机构为主体分析“三权分置”政策执行过程中的障碍性因素,探讨政策实施进程存在的市场效率与社会公平矛盾、利益相关者政策认知不明确、执行机构目标偏差等问题,提出相关政策建议:(1)完善“三权分置”相关法律法规;(2)做好政策宣传,提高农户对政策的内容认知、权益认知、目标认知,真正做到让农户主动地、自发地接受政策;(3)明确界定层级政府间各主体利益,确保“三权分置”取得更好的执行效果。

"Separation of three rights"is an important public policy of rural land governance at this stage,and its smooth implementation is very important to form high-quality policy performance.Based on Smith Policy Implementation Model,this paper analyzes the obstacles in the implementation process of the"separation of three rights"policy with the policy itself,target groups and executing agencies as the main body,and discusses the problems of the contradictions between market efficiency and social equity,unclear policy awareness of stakeholders,target deviation of executing agencies and so on,and then put forward relevant policy suggestions as follows:(1)improve the relevant laws and regulations of"separation of three rights";(2)finish a good job in policy publicity,improve farmers’awareness of the content,rights and interests and objectives of the policy,and truly enable farmers to actively and spontaneously accept the policy;(3)clearly define the interests of various subjects at different levels of government to ensure better implementation effect of"separation of three rights".
