数字经济时代薪税服务行业的创新发展

Innovative Development of Payroll Tax Service Industry in the Era of Digital Economy

本文主要从现代企业的人力资源管理层面出发,在2020年2月正式新增薪税师工种类目的背景下,界定薪税服务的内涵并梳理其在我国职业化和行业发展的历程。本文重点立足于薪税服务对我国现阶段具备专业知识的人才需求方面产生的变革,指出行业对具备专业知识和熟练掌握并且运用各类数字化薪税管理工具的人才需求持续走高,此外薪税服务的发展还对传统人力资源服务行业和企业的人力资源管理部门提出了更高要求。在以上变革分析的基础上,本文对薪税服务的行业发展现状进行总结,预计薪税服务所涉范围将从新兴数字经济领域逐步扩大到传统经济领域,从扩大、稳定就业市场与保障多元的劳动关系两个方面蓬勃发展。

This article focuses on defining the connotation of payroll tax service and sorting out its professionalization and industry development in China from the perspective of human resource management of modern enterprises,against the background of the official addition of the payroll tax technician job category in February 2020.It focuses on the changes in payroll services on the demand for talents with professional knowledge at the present stage in China,pointing out that the industry continues to demand talents with professional knowledge and proficiency in mastering and applying various digital payroll management tools,and that the development of payroll services also puts forward higher requirements for the traditional human resources service industry and the human resources management departments of enterprises.Based on the analysis of the changes above,this study summarizes the current development of payroll tax services and expects that the scope of payroll tax services will gradually expand from the emerging digital economy to the traditional economy,and flourish in terms of expanding and stabilizing the job market and ensuring diversified labor relations.
