制度化视域下中国工程院发展问题研究

Research on the Development of Chinese Academy of Engineering from the Perspective of Institutionalization

近代科学发展证明,制度化是一个科学研究组织能够良好发展的关键,而构建一支具有凝聚力和认同感的科学共同体,则是制度化的根本。中国科学院的良好发展充分证明,一个科学组织一旦在队伍建设和制度建设方面实现高度制度化,就可以组建一支具有高度认同的团队,从而获得相应的权威。中国工程院则由于建院时间晚,没有独立的实体化机构,无法培养研究生等原因,在制度化进程中出现了许多问题,从而使其难以与中国科学院相比较。因此,中国工程院的未来发展,尤其要注意其内部的制度化建设,在学生培养、奖励机制和科学普及等领域适应市场化发展的需求。

The development of modern science has proved that institutionalization is the key to the favorable development of a scientific research organization,and building a scientific community with cohesion and sense of identity is the foundation of institutionalization.The good development of the Chinese Academy of Sciences has fully demonstrated that once a scientific organization is highly institutionalized in team building and institution building,it can form a highly recognized team,thereby obtaining corresponding authority.However,many problems such as the late establishment of the Chinese Academy of Engineering,the lack of an independent physical organization,and the inability to train graduate students in the process of institutionalization make the Chinese Academy of Engineering difficult to compare with Chinese Academy of Sciences.Therefore,in the future development of the Chinese Academy of Engineering,special attention should be paid to its internal institutionalized construction to adapt to the needs of market-oriented development in the fields of student training,reward mechanism and scientific popularization.
