面向智力与发展性障碍者的公共图书馆服务策略研究

On Public Library Services for People with Intellectual and Development Disabilities

智力与发展性障碍人群是残障人士中最边缘的群体,面向该群体的服务是图书馆残障服务的薄弱环节。随着智力与发展性障碍患病人数不断增加,公共图书馆在保障该群体信息权利和促进其平等参与社会活动中应承担必要的责任。我国公共图书馆应打破现有智力与发展性障碍群体服务零散、单一、边缘化的现象,将其纳入残障人士服务体系并作为一项系统工程来对待,在环境、资源、服务内容与模式、人员、服务规范等方面进行统一规划配备和完善。

People with intellectual and developmental disabilities are the most vulnerable groups among the disabled,and the service for people with intellectual and development disabilities is the weak link of the service for the disabled in the library.With the increasing number of people with intellectual and development disabilities,public libraries should assume the necessary responsibilities in protecting the information rights of these people and promoting their equal participation in social activities.Public libraries in China should break the existing phenomenon of scattered,single and marginalized services for the groups with intellectual and development disabilities,bring them into the service system for the disabled and treat them as a systematic project,and make unified planning and improvement in the aspects of environment,resources,service content and mode,cooperation and publicity,personnel and service standard.
