生态文明视域下城市群绿色低碳技术创新体系构建

Construction of Green and Low-carbon Technology Innovation System in Urban Agglomeration from Perspective of Ecological Civilization

城市群绿色低碳技术创新体系构建是深入推进生态文明建设、构建新发展格局、推动绿色高质量发展、实现碳达峰碳中和目标的关键支撑。基于创新主体的多元性,本文从企业、政府、大学与科研院所、中介服务机构和社会公众五个层面指出构建城市群绿色低碳技术创新体系所面临的问题:自主创新体系尚未形成、创新体制机制不够完善、存在“卡脖子”技术瓶颈、技术创新服务能力薄弱、绿色低碳消费理念缺失等。结合生态文明建设、绿色低碳发展、创新驱动发展战略等国家战略要求,提出构建城市群绿色低碳技术创新体系的主要路径:夯实企业地位,提升绿色低碳技术创新能力;完善创新政策,实施绿色低碳技术创新计划;强化基础研究,激发绿色低碳科技创新动力;培育中介机构,优化绿色低碳技术创新服务;鼓励公众参与,提升绿色低碳市场消费活力。

The construction of green and low-carbon technology innovation system in urban agglomeration is the key support to further promote the construction of ecological civilization,build a new development pattern,promote green and high-quality development and achieve the goal of carbon peak and carbon neutrality.Based on the diversity of innovation subjects,from the five aspects of enterprises,government,universities and scientific research institutes,intermediary service institutions and the public,this paper puts forward the problems faced by the construction of green and low-carbon technology innovation system in urban agglomeration:the independent innovation system has not yet been formed,the innovation system and mechanism are not perfect,there are technical bottleneck of “stuck neck”,the technical innovation service capability is weak,and the concept of green and low-carbon consumption is lacking,etc.In combination with the national strategic requirements of ecological civilization construction,green and low-carbon development and innovation-driven development strategies,this paper puts forward the main path of building a green and low-carbon technological innovation system of urban agglomeration:consolidate the status of enterprises and improve the innovation ability of green and low-carbon technology;improve the innovation policy and implement the green and low-carbon technology innovation plan;strengthen basic research and stimulate the driving force of green and low-carbon scientific and technological innovation;cultivate intermediaries and optimize green and low-carbon technology innovation services;encourage public participation and enhance the consumption vitality of the green and low-carbon market.
