摘要
本文将知识产权示范城市创建作为一项准自然实验,利用2004-2019年全国地级市面板数据,建立多期双重差分模型,探讨推动知识产权保护对改善大气环境污染的影响。研究结果发现:知识产权示范城市创建可以显著抑制大气环境污染。具体而言,知识产权示范城市创建可以通过技术创新、科技产业发展来改善大气环境污染。异质性分析结果也表明:推动知识产权保护对大气环境污染的影响效果,在城市行政等级、经济规模、人口规模、地理位置等方面存在一定差异。为此,今后在创建知识产权示范城市过程中可以采取继续扩大试点范围,重视科技创新和科技产业发展,同时兼顾不同地区的政策差异,从而更好地发挥知识产权示范城市创建对改善大气环境污染的作用。
This paper takes the establishment of intellectual property demonstration cities as a quasi-natural experiment, and uses the panel data of national prefecture-level cities from 2004 to 2019 to establish a multi-stage difference-in-difference model to explore the impact of promoting intellectual property protection on improving atmospheric pollution. The results show that the establishment of intellectual property demonstration cities can significantly inhibit atmospheric pollution. Specifically, the establishment of intellectual property demonstration cities can improve air pollution through technological innovation and the development of scientific and technological industries. The results of heterogeneity analysis also show that there are differences in the impact of promoting intellectual property protection on atmospheric pollution in terms of urban administrative level, economic scale, population scale, geographical location and so on. Therefore, in the process of establishing an intellectual property demonstration cities in the future, we can continue to expand the pilot scope, pay attention to scientific and technological innovation and the development of scientific and technological industry, and take into account the policy differences in different regions, so as to better play the role of the establishment of intellectual property demonstration cities in improving atmospheric pollution.
