摘要
韧性社区相较传统社区更加重视主体协同性、风险抗逆性、动态适灾性,韧性社区建设与社区公共卫生应急管理体系构建存在共通性,为社区公共卫生应急管理提供了新的视角。当前,韧性社区公共卫生应急管理工作还存在一些盲区,应坚持内在性与外在性相结合、统一性与特殊性相结合、紧迫性与渐进性相结合的原则,从组织韧性、心理韧性、物理韧性、技术韧性、制度韧性等方面来完善韧性社区公共卫生应急管理体系。
Compared with traditional communities,resilient communities pay more attention to the coordination,risk resilience,and dynamic disaster resilience.The construction of resilient communities has commonalities with the construction of community public health emergency management systems,which could provide a new perspective.At present,there are still some problems faced by public health emergency management of resilient communities.It is suggested to adhere to the principles of combining internality and externality,unity and particularity,and urgency and gradualness.Attention should be paid to organizational resilience,psychological resilience,physical resilience,technical resilience,and institutional resilience.
