从五大生产要素短板看金融支持县域发展的路径选择——基于陕西72个县域的调研

Looking at the Path Selection of Financial Support for County Development from the Perspective of the Five Major Factors of Production——Based on the Investigation of 72 Counties in Shanxi

县域经济的高质量发展,是全面实现小康社会,稳步推进中国特色社会主义现代化的重要保障。由于县域地区在土地、资本、人口、技术、数据这五大生产要素中存在缺陷,县域经济已然成为部分省份经济发展的突出短板。本文在系统性梳理县域五大生产要素存在问题的基础上,提出了金融支持县域发展的路径选择:健全土地流转加大金融支持;促进产业园区政府投入资本投入有效对接;助力提升县域人口承载功能;加强政策协调配合促进县域高技术产业发展;有效整合数据要素赋能县域经济社会发展等。

The high-quality development of the county economy is an important guarantee for comprehensively realizing a moderately prosperous society and steadily promoting socialist modernization with Chinese characteristics.Due to the defects in the five major production factors of land,capital,population,technology and data in county areas,the county economy has become a prominent shortcoming in the economic development of some provinces.On the basis of systematically sorting out the problems of the five major production factors in the county,this paper proposes the path choice of financial support for county development:improve land circulation and increase financial support;promote the effective docking of capital investment by the industrial park and district government;help improve the population bearing function of the county;strengthen policy coordination and cooperation to promote the development of high-tech industries at the county;and effectively integrate data elements to empower the economic and social development of the county.
