在数字化视域下,建设政府数字化治理是实现国内政府治理体系与治理能力现代化的有效途径。以数字化视域下政府治理现状作为研究的切入点,分析数字化视域下政府治理能力提升中存在行政审批难、监管力度不足、开放性不够、人才匮乏等困境,提出要从加强政府行政审批数字化的宣传和培训、加强数字化政府监管的整合力度、增加对政府数字化应用平台的投入、实施数据开发主体行政免责制度、政府和高校与科研机构合作共同培养人才等路径,以提升政府治理能力。

From the perspective of digitalization, building digital government governance is an effective way to modernize the domestic government governance system and governance capabilities.Taking the current situation of government governance from the perspective of digitalization as the starting point of the research, it is analyzed that there are difficulties in administrative approval, insufficient supervision, insufficient openness, and lack of talents in the improvement of government governance capabilities from the perspective of digitalization.It also proposes to strengthen the publicity and training of digital government administrative approval, strengthen the integration of digital government supervision, increase investment in government digital application platforms, implement the administrative exemption system for data development subjects, and cooperate with the government, universities and scientific research institutions to cultivate talentsetc, so as to to improve the governance capacity of the government.
