基于成果转化过程的省域科技成果转化能力评价研究

Research on the Evaluation of Provincial Scientific and Technological Achievements Transformation Ability Based on the Process of Transformation

科技成果转化是引领经济高质量发展和现代化经济体系建设的关键所在,对实现创新驱动发展具有重要战略意义。基于2016—2019年有关面板数据,从科技成果研发能力、科技成果转化效果和科技成果转化支撑三个维度构建地区科技成果转化能力评价指标体系,利用SPSS软件结合因子分析法和聚类分析法对我国31个省市自治区(除港澳台外)的科技成果转化能力进行实证分析。实证研究表明:我国各省市科技成果转化呈现出总体平稳、局部变动的态势,各个地区科技成果转化能力参差不齐、差距较大。据此,从国家和地方两个层面提出相应政策建议,旨在为促进地区科技成果转化、缩小区域差距提供决策参考。

The transformation of scientific and technological achievements is the key to quality economic development and the construction of modernized economic system.It plays a significantly strategic role in the achievement of innovation-driven development.Based on the relevant panel data from 2016 to 2019,a regional scientific and technological achievement transformation ability evaluation index system is constructed from three dimensions of scientific and technological achievement research and development capability,scientific and technological achievement transformation effect,and scientific and technological achievement transformation support.SPSS software is applied together with factor analysis and cluster analysis to the case analysis of the scientific and technological achievement transformation ability in the 31 provinces,municipalities and autonomous regions in China(except Hong Kong,Macao and Taiwan).The results show that the scientific and technological achievements transformation in various regions of China are basically stable with minor fluctuations in some regions.However,the abilities of transforming scientific and technological achievements in different regions are varied and uneven.Therefore,corresponding policy suggestions are put forward for the promotion of regional scientific and technological achievements transformation and narrowing down regional gaps from national and local perspectives.
