乡村振兴过程中人才振兴面临的现实困境及对策建议

Realistic Difficulties and Countermeasures in the Process of Rural Revitalization of Talent Revitalization

在习近平反贫困理论体系指导下,我们上下同心、尽锐出战,完成了消除绝对贫困的艰巨任务,取得了历史性的成就。现阶段,我国乡村发展任务开始由消除绝对贫困转向缓解相对贫困,助力乡村实现全面振兴。乡村振兴是集产业、文化、人才、生态和组织等的全面振兴,在《国家乡村振兴战略规划(2018消除绝对贫年)》中指出,乡村人力资源开发是乡村振兴的第一要务,人才振兴是乡村振兴的第一要务。但在目前乡村振兴战略的推进过程中,人才振兴仍面临人才总量不足、人口结构不合理和人口素质低的三大现实困境。为加快走出乡村振兴过程中人才振兴面临的现实困境,从而助力推进乡村全面振兴,本文提出几点对策建议。

Under the guidance of the anti-poverty theoretical system of President XI Jinping, we worked with one heart and one mind,fought with all our might, have made concerted efforts to complete the arduous task of eradicating absolute poverty and made historic achievements. At the present stage, the task of rural development in China has shifted from eliminating absolute poverty to alleviating relative poverty and helping rural areas achieve comprehensive revitalization. Rural revitalization is a comprehensive revitalization integrating industry, culture, talent, ecology and organization. According to the National Strategic Plan for Rural Revitalization(Year of Eliminating Absolute Poverty 2018), rural human resources development is the top priority of rural revitalization, and talent revitalization is the top priority of rural revitalization. However, in the process of promoting the rural revitalization strategy, talent revitalization is still faced with three practical dilemmas: insufficient talent, unreasonable population structure and low population quality. In order to get out of the realistic difficulties faced by talent revitalization in the process of rural revitalization, the study puts forward some countermeasures and suggestions.
