Deduction of Multi-Regional Hosting Model of Event Portfolio for the Olympic Games

鉴于2024年和2028年奥运会的申办遇冷,本研究依据《奥林匹克2020议程》提出的“出于可持续性的原因,预选赛和正式比赛均可在主办城市之外的城市或者国家举行”的改革导向,依循项目组合管理原理,采用演绎推理等研究方法阐述奥运会举办盈亏的历史演变及申办遇冷的根本原因;提出鼓励更多国家和城市申办奥运会的项目组合多元地域举办模式创想;演绎一国一地主办、多地协办,一国两地共同举办,两国两地共同举办,夏冬两奥均衡举办,五洲五城共同举办等5种奥运会项目组合多元地域举办模式。旨在为消解奥运会申办遇冷、确保并促进奥运会的可持续发展提供理论参考。

In view of the inactive bidding of the 2024 and 2028 Olympic Games, based on the reform orientation of “for reasons of sustainability, qualifiers and official competitions can be held outside the host city or country” from the “Olympic 2020 Agenda”,following the principles of event portfolio management, using deductive reasoning and so on, this paper expounds the historical evolution of the Olympic Games profit and loss and the root causes of inactive bidding.The creative idea of multi-regional model of event portfolio is put forward to encourage more countries and cities to bid the Olympic Games.The five kinds of multi-regional hosting model of event portfolio for the Olympic Games is deduced, for example, one city in one country hosting and multiple cities to assist in hosting, two cities in one country co-hosting, two cities in two countries co-hosting, balanced summer and winter Olympic Games, five cities on five continents co-hosting.It provides a theoretical reference for dispelling the inactive bidding for the Olympic Games and ensuring and promoting the sustainable development of the Olympic Games.
