摘要 “空间均衡”是新时代治水工作的核心准则和要求,也是水利改革发展的重要目标和措施,对实现人口、经济与水资源的均衡协调发展具有重要意义。在阐述我国空间均衡政策背景与概念内涵的基础上,介绍了陕西省人口分布、城市布局、能源布局、生态布局状况和水资源空间格局匹配情况,分析了陕西省水资源空间均衡应协调治理与保护、当前与长远、局部与整体、要素与系统间的关系,并在此基础上提出了贯彻落实“空间均衡”的主要举措:强化节水,提高水资源利用效率;管住用水,发挥水资源刚性约束;科学调水,构建可靠且通畅的现代水网;协同治水,坚持政府市场两手发力。 Spatial equilibrium is the core criterion and requirement of water control work in the new era, and it is also an important goal and measure of water conservancy reform and development. It is of great significance to realize the balanced and coordinated development of population, economy and water resources. On the basis of expounding the background and conceptual connotation of China′s spatial equilibrium policy, the population distribution, urban layout, energy layout, ecological layout and the matching of water resources spatial pattern in Shaanxi Province are introduced. The relationship between the management and protection, the current and the long-term, the local and the whole, and the elements and the system in the spatial equilibrium of water resources in Shaanxi Province is analyzed. On this basis, the main measures to implement the spatial equilibrium are put forward. First, strengthen water conservation and improve water resource utilization efficiency. Second, manage water use and exert rigid constraints on water resources. Third, transfer water scientifically to build a reliable and smooth modern water network. Fourth, coordinate water control and adhere to the coordinated efforts of the government and the market.
