开放大学在构建服务全民终身教育体系中的功能定位与实施路径——基于扎根理论的政策文本分析视角 被引量:1

摘要 本文基于扎根理论的分析方法,从教育政策视角出发,探讨了我国开放大学在构建服务全民终身教育体系中的功能定位与实施路径。文章提出了开放大学的功能定位模型,认为其自身定位是实现终身教育理念的有机载体,体制建设是构建全民终身教育体系的主要支撑,办学内容是组成全民终身教育体系的重要部分,信息化建设是服务全民终身教育体系的技术保证,学分银行是贯通全民终身教育体系的融合节点,国际推广是打造全民终身教育体系的品牌效应。文章还基于功能定位,结合实际情况,提出了实施路径:一是开放大学特性与高等教育共性相交融;二是试点开大与基层开大相配合;三是学历教育与非学历教育相促进;四是信息化建设与转型发展相助力;五是搭建平台,完善学分银行框架体系;六是加强品牌建设,讲好开放大学故事。 This paper discusses the functional orientation and implementation of China's Open Universities in the construction of lifelong education system serving Chinese people from the perspective of education policy with Grounded Theory method. It also puts forward the function model of the Open University, which says (1) the Open University is the organic carrier of the conception of "lifelong education", (2)the system construction is the main support to construct the national lifelong education system, (3)teaching content is its important part, (4)information construction is the technical guarantee, (5)Credit Bank is the integration node of comprehensive lifelong education system, and(6) international promotion is to build the brand effect of lifelong education system. Based on the function orientation and the actual situation, the paper also puts forward the implementation path: (1) Integrate the characteristics of Open University and the general character of higher education;(2) Open University should cooperate with the grass-roots open universities;(3) Promote academic and non-academic education at the same time;(4) Transform in the context of information construction;(5) Build a platform to improve the credit bank framework;(6) Promote brand effect and tell the story of Open University well.
