抵边居住:边境虚空化治理的一种策略

Living on the Border: a Strategy of the Governance of the Border Void

边境虚空化是边境地区受多重因素影响,长期渐进产生的人口虚空、土地荒芜及认同偏移的一种现象,其所带来的潜在隐患关乎边境安全与稳定。从边境虚空化问题出发,提出边民是抵边居住的重要主体,抵边居住的策略不仅需要引导原有边民抵边生产生活,还需要吸引“新边民”沿边或抵边生产生活。应该进一步提高边境经济发展水平,凝聚边境政策合力,加强边境国防教育,优化边境发展体系,以此防范和治理边境虚空化。

The border void is a phenomenon resulting from a long period of population void,land desolation and identity deviation,which is influenced by multiple factors.The potential risks brought by this phenomenon are related to the security and stability of the border areas.This paper points out that border residents are the important subjects of living-on-the-border strategy.Therefore,it is necessary not only to provide the production and life guidance for the original residents in the border areas,but also to attract the“new residents”to live there.Based on the current practice of such strategy,efforts should be made to improve the level of border economic development,pool all border policies to strengthen border defense education,optimize the border development system,so as to prevent and govern the border void.
