我国省际中等职业教育综合发展水平的测度——兼论与经济发展的协调性

Measurement of the Comprehensive Development Level of Secondary Vocational Education at Provincial Level in China——Also on Its Coordination with Economic Development

以我国31个省(市、自治区)2014年和2019年的面板数据为基础,构建中等职业教育综合发展评价指标体系,对我国中职教育发展水平进行测度,比较分析省际差异,探讨省际中职教育发展水平与经济发展水平协调性的空间分布特征,并进一步通过建立指数探明中职教育与经济发展水平的协调关系。研究结果表明:我国中职教育综合发展水平总体显著上升,东部整体优于中西部,省际差异较低但存在扩大趋势;中职教育与区域经济发展的协调性总体改善且省际差异呈缩小态势,但仍有超四成省份二者发展呈不协调状态。基于此,我国应积极吸引中职生源,助推中等职业教育高质量均衡发展;完善财政支持机制,深化中等职业教育供给侧结构性改革;发挥双向引领功能,推进中等职业教育与区域经济适应性战略调整。

Based on the panel data of 31 provinces(municipalities and autonomous regions)in China in 2014 and 2019,constructing the comprehensive development evaluation index system of secondary vocational education,measuring the development level of secondary vocational education in China,comparing and analyzing the provincial differences,exploring the spatial distribution characteristics of the coordination between the development level of inter-provincial secondary vocational education and the level of economic development,and further establishing an index to find out the coordination relationship between vocational education and economic development level..The research results show that:the overall development level of secondary vocational education in China has increased significantly,the eastern part is better than the central and western regions,the inter-provincial difference is low but there is an expanding trend;the coordination between secondary vocational education and regional economic development has generally improved and the interprovincial difference has narrowed.However,there are still more than 40%of the provinces in which the development of the two is in an uncoordinated state.Based on this,the country should actively attract secondary vocational students to promote the high-quality and balanced development of secondary vocational education;improve the financial support mechanism,deepen the supply-side structural reform of secondary vocational education;play a two-way leading function to promote secondary vocational education and regional economic adaptability strategic realignment.
