摘要
7月17—18日,呼伦贝尔市大兴安岭东部出现区域性暴雨,其中,莫力达瓦达斡尔族自治旗(简称“莫旗”)、阿荣旗、扎兰屯市出现较大范围的大暴雨,莫旗境内的宝山(区域站)24 h降水量为279.7 mm,创呼伦贝尔市有气象资料以来单日降水量新高。当地多条中小河流出现特大洪水,导致莫旗境内永安水库、新发水库相继决口溃坝。呼伦贝尔市旗两级气象部门及时发布准确的气象灾害预报预警信息,地方政府第一时间启动应急预案,紧急转移安置下游群众,在百年不遇的特大洪涝灾害中实现未出现人员伤亡的新局面。在此次防灾减灾工作中,政府主导、预警为先、部门联动的基层气象灾害防御体系成效显著。
From July 17 to 18, there was a regional rainstorm in the east of Daxinganling in Hulunbuir city. Among them, there was a large-scale rainstorm in molidawaddaur Autonomous Banner(hereinafter referred to as Moqi), Arong Banner and Zalantun city. The 24-hour precipitation of Baoshan(regional station) in Moqi banner was 279.7mm, which was the highest daily precipitation since the meteorological data were available in Hulunbuir city. Several small and mediumsized rivers in the region had experienced catastrophic floods, resulting in the burst of Yongan reservoir and Xinfa reservoir in Moqi. The meteorological departments at the two levels of Hulunbuir city banner timely released accurate meteorological disaster prediction and early warning information. The local government immediately launched the emergency plan to urgently transfer and resettle the downstream people, so as to realize a new situation without casualties in the once-ina-century catastrophic flood disaster. In this disaster prevention and reduction work, the grass-roots meteorological disaster prevention system led by the government, giving priority to early warning and departmental linkage had achieved remarkable results.
