乡村振兴背景下对城乡融合规划的再思考与实践探索——以河北省高阳县为例

Rethinking and Practical Exploration of Urban-rural Integration Planning in the Context of Rural Revitalization:A Case Study of Gaoyang County,Hebei Province

在国家乡村振兴战略实施、城乡融合进入新阶段的背景下,需要重新思考和探索如何在空间规划编制中回应新发展阶段的政策要求、落实城乡融合理念。本文在回溯城乡融合政策概念演进历程的基础上,对城乡融合规划的重点内容与技术逻辑进行了探究,并以河北省保定市高阳县为例,针对其“小群体、大规模”的县域经济发展特征,以“尊重乡村地区多元价值与发展诉求”为导向,提出了“渐进式”的城乡融合空间优化方案,以期对类似地区的空间规划提供借鉴。

In the context of the implementation of the national rural revitalization strategy,the urban-rural integration development of China is entering a new stage.To explore how to respond to the policy requirements of the new development stage and implement the concept of urban-rural integration in the formulation of spatial planning,this paper reviews the evolution of the concept of urban-rural integration policy,considers the key contents and technical logic of urban-rural integration planning.And it takes Gaoyang County in Hebei Province as an example,aiming at its local economic development characteristics of'small group,large scale',fully respecting the diverse values and development demands of rural area,and proposes a‘progressive'urban-rural integration space optimization planning.
