构建第三方医学检验机构信用分级监管模式的探索与思考

Exploration and Consideration of Constructing a Credit Grading Supervision Model for Third-party Medical Inspection Agencies

目的为进一步构建“机构自治、行业自律、政府监管、社会监督”为一体的医疗卫生行业综合监管制度,上海市卫生监督机构面对新业态、新领域,以依法执业评估为抓手,不断探索第三方医学检验机构信用分级监管新模式。方法卫生监督机构联合临床检验质控中心,共同制定依法执业评估指标、细化分级标准,并通过线上和线下一体化与全覆盖的培训指导,树立起自主管理、依法执业的法治理念。采用要素监管、分类监管、联合监管的组合方式规范监督检查,并科学运用评估结果,推进信用分级监管。结论抓住自查与监管标准的同质化、培训和指导服务的前置化、评级结果应用的差异化等关键点,依托信息技术和医疗机构不良执业行为记分管理制度,形成机构自治、行业自律与政府监管互为支撑的长效监管机制,为保障第三方医学检验机构健康发展、提升行政监管效率奠定了基础。

Objectiv Purpose The purpose is to further build a comprehensive medical and health service supervision system that integrates“institutional autonomy,industry self-discipline,government supervision,and social supervision”.Shanghai’s health supervision agency faces new business formats and new fields and takes legal practice evaluation as a starting point.Continuously explore a new model of credit grading supervision of third-party medical testing institutions.Methods The health supervision agency and the clinical laboratory quality control center jointly formulated evaluation indicators for legal practice,refined grading standards,and established the concept of the rule of law of independent management and legal practice through online and offline integration and full coverage of training and guidance.Adopt a combination of element supervision,classified supervision,and joint supervision to standardize supervision and inspection,and scientifically use evaluation results to promote credit grading supervision.Results We grasped the key points of homogeneity of self-examination and regulatory standards,pre-positioning of training and guidance services,and differentiation in the application of rating results.Relying on information technology and the score management system of medical institutions’bad practices,the formation of institutional autonomy and industry The long-term supervision mechanism supported by self-discipline and government supervision lays a foundation for the healthy development of third-party medical inspection institutions and the improvement of administrative supervision efficiency.
