现代生产力的系统性、运行机制及宏观调控

摘要 本文以系统论和耗散结构理论为研究方法,适应当代高科技革命和经济全球化的趋势,提出了现代生产力系统的概念,认为现代生产力系统有企业生产力、国家生产力、全球生产力三个层级和劳动对象子系统、劳动工具子系统、人力资源子系统、管理子系统四个子系统。现代生产力是以上四个子系统,经三个层级发展演化和整体耦合而成的系统,有自己特定的结构和功能,具有整体性、等级性、目的性、开放性和动态性的属性。其运行机制是以技术创新为实质的涨落在四个子系统和三个层级的非线性协同作用中被选择放大,并导致生产力新结构的过程。面对目前经济发展的全球化趋势及经济社会问题和生态环境等全球问题,应重视对现代生产力系统运行方向宏观调控(包括全球)及现代生产关系运行与规律的研究。 Taking system theory and dissipative structure theory as research methods,and adapting to the trend of contemporary high-tech revolution and economic globalization,this paper puts forward the concept of modern productive force system.It holds that the modern productive force system has three levels:enterprise productive force,national productive force and global productive force,and four subsystems:labor object subsystem,labor tool subsystem,human resources subsystem and management subsystem.Modern productive force is a system formed by the above four subsystems through three levels of development,evolution and overall coupling.It has its own specific structure and function,and has the attributes of integrity,hierarchy,purpose,openness and dynamism.Its operating mechanism is a process in which fluctuations in technological innovation are selected and amplified in the nonlinear synergy of four subsystems and three levels,leading to a new structure of productive force.Facing the current trend of globalization of economic development and global problems such as economy,society and ecological environment,attention should be paid to the research on the macro-control(including global)of the operation direction of the modern productive force system and the operation and laws of modern productive relations.
