摘要
针对目前洪涝灾害的防灾减灾工程措施、非工程措施及应急救援技术,从水情预报预警、险情隐患侦测、水域生命救援、堤坝抢险、分洪泄流、抽水排涝、水域应急交通、抗洪综合保障、汛期灾民安置、抗洪韧性增强等10个方面阐述应急救援技术的当前进展,并提出一些研究发展建议,以期提高我国洪涝灾害救援水平、完善应急管理体系建设。
According to the current development status of flood disaster prevention and reduction engineering measures,non-engineering measures and emergency rescue technology,some suggestions are put forward.This paper expounds the current progress of emergency rescue technology from 10 aspects:water regime prediction and early warning,dangerous situation and hidden danger detection,life rescue in water area,dam rescue,flood diversion and discharge,pumping and drainage,water area emergency transportation,comprehensive flood fighting support,resettlement of flood victims in flood season and enhancement of flood fighting toughness.Some research and development suggestions are summarized,which provides a reference for China to improve the level of scientific and technological flood resistance and emergency rescue,and further improve the construction of emergency management system.
