Platform-based Governance:A New Paradigm of Public Governance

在平台时代,政府搭台已是中国之治的常态和缩影,由此平台型治理悄然兴起,正在成为一种新兴的公共治理范式。平台型治理把利益相关群体联结在多边公共平台上,通过开放治权和促进互动来实现多元供给、协作创新与合作共治。平台型治理强化了赋权释能基础上的供给侧整合、供需匹配与多主体交互框架,为公共治理提供了互动空间、治理规则和运行模式。根据多边平台模式及其创价机理,尤其是治权赋予与用户主权的核心机制、网络连接与多边互动的运行机制,政府搭台后要走向平台自治与生态共治,需要政府转变职责与角色、定位平台领导,负责连接与汇聚供需两侧的用户与生态系统成员,突破用户规模并激发网络效应,最后通过规则、工具和服务赋权释能,健全互动保障体系,促进多边互动与治理创新,实现平台的共建共享共治。平台型治理范式有助于推动政府治理能力现代化,主要适合于公共品供给需要多元协作性、需求具有多样性、潜在用户流量较大及网络效应较强的场景。

In the platform era,platform foundation of the government has become the norm and epitome of Chinese gover nance.Therefore,platform-based governance is quietly rising and becoming a new paradigm of public governance.The mode of platform-based governance gathers relevant interest groups on multi-sided pubic platforms,realizes multi supply and collaborative innovation and cooperative governance by opening up rights and promoting interaction.It intensifies operational framework of supply-side resource integration,supply and demand matching and multi-agent interaction based on empowerment and rights opening,which provides platform space,governance rules and operation mode for governance.According to the multi-sided platform model and its values creating mechanism,especially the core mechanism of governance empowerment and user sovereignty,and the operation mechanism of network connection and multilateral interaction,in order to move towards autonomy and ecological governance after building a platform,the first step is to change the responsibilities and roles,position on platform leadership,and then be responsible for connecting and gathering users and ecosystem members on both sides of supply and demand,let users break through critical scale and stimulate network effect.Finally,through rules,tools and services empowerment and energy release,improve the interactive security system and promote multilateral cooperation to promote co-construction,sharing and governance of the platform.The paradigm of platform-based governance helps to promote the modernization of government governance capacity.It is mainly suitable for scenarios where the supply of public goods needs diversified cooperation,diverse demand,large potential user traffic and strong network effect.
