节能降碳约束与绿色全要素生产率增长——基于黄河流域高质量发展视角的实证研究 被引量:4

Energy Saving and Carbon Reduction Constraints and Green Total Factor Productivity Growth——An Empirical Study Based on the Perspective of High-quality Development of the Yellow River Basin

摘要 基于黄河流域生态保护和高质量发展战略,结合“双碳”背景对黄河流域58个地级市2010—2019年节能降碳约束、绿色全要素生产率二者的关系进行实证分析,采用SBM-ML指数测度这58个地级市的绿色全要素生产率,运用熵值法测度黄河流域高质量发展四个方面的指数作为控制变量,引入Tobit模型探究节能降碳约束对绿色全要素生产率的影响。结果显示:(1)节能降碳约束强度指数在全流域范围内对绿色全要素生产率具有显著正向影响,即节能降碳约束制约绿色全要素生产率的提高,企业尚未突破成本遵循效应,这种现象在下游地区尤为明显;(2)现阶段黄河流域创新驱动力不足,阻碍了绿色全要素生产率提升。 Based on the ecological protection and high-quality development strategy of the Yellow River Basin,combined with the background of"dual carbon",an empirical analysis of the relationship between energy conservation and carbon reduction constraints and green total factor productivity of 58 cities in the Yellow River Basin from 2010 to 2019 was carried out,and the SBM-ML index was used.Measure the green total factor productivity of the Yellow River Basin,and introduce the Tobit model to explore the impact of energy conservation and carbon reduction constraints on the green total factor productivity.The results show that:(1)The energy-saving and carbon-reduction constraint intensity index has a significant positive impact on the green total factor productivity in the whole basin,that is,the energy-saving and carbon-reduction constraint restricts the improvement of green total factor productivity,and enterprises have not broken through the cost compliance effect.This phenomenon is particularly obvious in the downstream areas,reflecting that the upgrading of industrial structure is the main way to save energy,reduce carbon and promote the increase of green total factor productivity;(2)The improvement of high-quality development level has obvious promotion effect on green total factor productivity,and the current stage of the Yellow River Insufficient driving force for innovation in the basin has hindered the improvement of green total factor productivity.
