摘要
科研项目评审数量的日益增长要求高效的评审方式与之相匹配。科研项目在线评审方式具备的系统留痕、实时提交、及时归档等特性,有助于提升科研项目评审的效率和质量。通过以点带面的方式,从平台系统、角色功能、工作流程等方面深入分析广东省科研项目在线评审工作的现状,剖析在线评审工作过程中面临的制度、人员、技术等问题,从完善管理制度、打造覆盖面广的智能专家库、加强专家在线评审质量的评价和监测、加强专家科研信用管理以及开展全过程监督等方面提出对策建议。
The increasing number of scientific research project reviews requires efficient review methods to match it. The online review method of scientific research projects has the characteristics of systemically leaving traces, real-time submission and timely archiving, which can help to improve the efficiency and quality of scientific research project review. This paper analyzes the status quo of online review of scientific research projects in Guangdong province from the aspects of platform system, role function and work flow, and dissects the problems of system, personnel and technology in the process of online review, and puts forward countermeasures and suggestions including improving the management system, building a wide range of intelligent expert database, strengthening the evaluation and monitoring of the online evaluation quality of experts, strengthening the credit management of experts’ scientific research, and carrying out the supervision of whole process.
