排污权交易制度对排污产出率的传导机制及效应研究 被引量:1

An Empirical Study on Emission Trading System and Unit Emission Output Rate from the Perspective of Advanced Industrial Structure

摘要 在我国环境污染日趋严重的情况下,排污权交易制度在提高资源利用效率、构建绿色发展政策体系,从而实现绿色转型、推进经济高质量发展方面发挥着重要作用。为考察新发展理念下的排污权交易制度实施效果,利用中国31个省份工业行业2011—2018年的面板数据,对排污权交易制度试点、产业结构高级化、排污产出率之间的影响效应进行实证分析。研究结果表明:1)排污权交易制度能够推进产业结构高级化,但推进效果仍需进一步加强。2)产业结构高级化的推进能够有效提升排污产出率。3)排污权交易制度通过产业结构高级化作为传导机制提升了排污产出率。4)产业结构高级化对主要污染物中的颗粒物排污产出率的影响最为明显,氮氧化物排污产出率次之,对二氧化硫排污产出率的影响最小。 In the case of increasingly serious pollution,emission trading system plays an important role in seeking green transformation,promoting high-quality economic development,constructing green development policy system and improving resource utilization efficiency.In order to investigate the institutional efficiency under the neweconomic situation,using the panel data of 31 provincial industrial industries in China from 2011 to 2018,this paper makes an empirical analysis on the impact effects among the pilot policy of emission trading,the upgrading of industrial structure and the emission output rate.The results show that 1) emission trading policy can promote the upgrading of industrial structure,but the promotion effect needs to be further strengthened.2) The promotion of advanced industrial structure can effectively improve the sewage disposal output rate.3) The emission trading system improves the emission output rate through the upgrading of industrial structure as a transmission mechanism.4) Among the main pollution targets,the upgrading of industrial structure has the most obvious effect on the improvement of PAR emission output rate,followed by NO emission output rate,and has the least effect on SO2 emission output rate.
