医疗规划中的环境行为分析——基于生活圈的规划路径探索

Environmental Behavior Analysis in Medical Planning:Exploration of Planning Approaches Based on Living Areas

首先从医疗产业的基本特性出发论述了医疗规划在控制医疗成本、改善医疗资源配置方面的重要意义,指出医疗圈的划分是医疗规划的前提和技术难点,并分析了国内外医疗规划的经验与问题。然后基于医疗规划与医疗层次、医疗模式等方面的关系,从环境行为的视点对日本的三个典型医疗圈划分进行了案例分析,重点探讨了基于居民的购物圈与通勤通学圈等生活圈来划分二次医疗圈的具体路径与方法。最后将我国南京市、上海市的医院分布数据与日本的相关数据进行比较,以此探讨日本经验对我国的启示。

This paper aims at discussing the importance of medical planning in controlling medical costs and improving the allocation of medical resources based on the characteristics of medical industry.As the result of this study,the following five major aspects are highlighted:1)The division of medical service area is the premise and difficulty of medical planning;2)It reviews experience,lessons and problems of medical planning in China and abroad;3)It clarifies the relationship between medical planning,medical levels and medical models;4)It points out the division methods of secondary health service areas based on social living areas such as the residents’shopping areas and commuting-traffic areas;5)It briefly discusses the development approach and planning approaches of future medical planning in China.
