新发展理念作为发展的指导思想,彰显了人民至上的价值指向,直指中国改革开放四十多年来发展积累的矛盾与问题,回答了中国向何处去、世界向何处去的疑问。随着第一个百年目标的完成,为推动更高质量的发展,“十四五”规划建议提出构建新发展格局,这是中国洞察发展环境变化的主动作为,也是实现民族复兴的必然选择。新阶段构建新格局要基于新发展理念所引领的发展成果,而贯彻新发展理念必须以构建新格局为着力点,新发展格局是新发展理念的时代升华。

As the guiding ideology of development,the new development concept highlights the value orientation of people priority,directly points to the contradictions and problems accumulated in China’s development over the past 40 years of reform and opening up,and answers the questions:where China is going and where the world is going.With the completion of the first centennial goal,in order to promote higher quality development,the 14^(th) five year plan proposes to build a new development pattern,which is not only China’s initiative to gain insight into the changes of the development environment,but also the inevitable choice to realize national rejuvenation.The construction of a new pattern in the new stage should be based on the development achievements led by the new development concept,and the implementation of the new development concept must focus on the construction of a new pattern.The new development pattern is the sublimation of the new development concept.
