健康老龄化视角下中国智慧健康养老政策研究——基于2015—2020年政策文本分析

Research on the Policy of China’s Intelligent Health Care for the Aged from the Perspective of Healthy Aging:Based on the Analysis of the Policy Text from 2015 to 2020

随着健康老龄化理念的不断深入以及互联网、人工智能等科技的飞速发展,公众对人口老龄化问题愈加关注,“智慧健康养老”作为新兴的养老服务模式逐步普及并深入落实。通过运用社会网络分析以及政策工具分类等方法对筛选出的30项智慧健康养老政策文本进行量化分析,以探索中国智慧健康养老政策现状及未来趋势,结果表明:整体上中国智慧健康养老政策居于初级探索性制定阶段,存在着政策工具的非均衡性应用、政策实践有效性不高、智慧健康养老政策体系不完整等诸多状况;还需要从整体上强化智慧健康养老政策工具的均衡性制定、加强与其他政策的联动整合、出台专门性的政策等方面着手进一步优化智慧健康养老服务,加速传统养老转型升级,以促进健康老龄化的发展和健康中国战略的推进。

With the deepening of the concept of healthy aging and the rapid development of the Internet,artificial intelligence and other technologies,the public is paying more and more attention to the problem of aging population, " Intelligent Health Care for the aged " as a new pension service model gradually popularized and in-depth implementation. In order to explore the current situation and future trend of China’s intelligent health care policy,30selected policy texts were analyzed quantitatively by means of social network analysis and classification of policy tools. The results show that:On the whole,China’s policy of intelligent health care for the aged is in the initial stage of exploratory formulation,and there are many problems such as unbalanced application of policy tools,low effectiveness of policy practice,and incomplete policy system. It is also necessary to strengthen the balanced formulation of policy tools for the intelligent and healthy elderly on the whole,strengthen the linkage and integration with other policies,and launch specialized policies to further optimize the intelligent and healthy elderly services,accelerate the transformation and upgrading of traditional elderly care,so as to promote the development of healthy aging and the promotion of healthy China strategy.
