一体化在线监管平台的研究与设计

Research and Design of Integrated Online Supervision Platform

随着“放管服”改革的深入,“放”和“服”都取得了显著的成效,“管”仍存在着一些问题。部分系统和平台在监管规范化、精准化和智能化上取得了一定的成效,但在系统定位、业务边界、功能整合、数据共享等方面缺乏设计规划、标准规范和机制保障,难以形成合力。因此,需构建一体化的在线监管平台,运用互联网、大数据、人工智能等技术手段,以提升监管工作规范化、精准化、智能化水平。

With the deepening of the reform“to streamline the government,delegate power,and improve government services”,both reforms to“streamline the government”and“improve government services”have achieved remarkable results,but there are still some problems in reform to“delegate power”.Some systems and platforms have achieved certain results in the regulatory standardization,precision and intelligence,but lack of design planning,standard specifications and mechanism guarantees in system positioning,business boundaries,functional integration,data sharing and other aspects,which is difficult to form a joint force.Therefore,it is necessary to build an integrated online supervision platform and use the Internet,big data,artificial intelligence and other technical means to improve the regulatory standardization,precision and intelligence.
