摘要 数字经济的快速发展推动了世界科技革命和产业变革。随着新一代信息技术在教育领域中的规模化应用,教育数字化转型成为大势所趋,世界各国纷纷制定与教育数字化转型相关的发展战略。文章采用案例研究与内容分析法,对美国、欧盟、德国、法国、俄罗斯的教育数字化转型政策进行梳理,总结出国际教育数字化转型的四个特征:注重战略层面的组织结构变革,指向公平、包容和安全的教育,强调新型基础设施与标准体系建设,关注多边参与的数字合作机制,以期为我国教育数字化转型提供参考。 The rapid development of the digital economy has driven the world’s technology revolution and industry transformation.With the widely application of new generation of information technology in the field of education,the digital transformation of education has become the general trend that many countries around the world have successively formulated development strategies related to the digital transformation of education.This study uses case studies and content analysis to comb the policies of digital transformation of education in the United States,the European Union,Germany,France,and Russia.Finally,the study summarizes four characteristics of the digital transformation of education around the world,aiming to provide several reference for the digital transformation of education in China,such as place the focus at organizational structural changes at the strategic level,put the fair,inclusive and secure education as the orientation,put the emphasis on the construction of new infrastructure and standard systems,and pay attention to the digital cooperation mechanism of multilateral participation.
