摘要
当前我国教育信息化正在迈向数字化转型新阶段,以5G、大数据、人工智能等为代表的数字技术不断革新,对教育数字化平台建设和战略策划提出更高的要求。如何进一步加快教育数字化发展、弥补数字鸿沟,更好地服务于乡村振兴和城市更新,需要进一步探索和思考。新西兰与我国在教育信息化区域差异、民族差异和城乡差异上面临的情况类似,其于2018年开始推行《学生公平数字接入计划》,对我国教育数字化战略的实施具有一定的借鉴和启示。文章通过对该计划的实施背景、愿景目标、框架内容、实施步骤、特色做法等的梳理与解读,提出以下建议:在扶贫政策的制定中充分协调政策的顶层设计和精准施策,以系统化模块加本土范例确保政策实施效果,以教育信息化扶贫促进其他公共服务公平数字接入水平,提升欠发达地区教师数字能力,调动各方力量提升全民应对教育数字化转型能力。
At present,China’s education informatization is moving towards a new stage of digital transformation,and the continuous innovation of digital technologies represented by 5G,big data,artificial intelligence put forward higher requirements for the construction and strategic planning of education digital platforms.How to further accelerate the digital development of education,make up for the“digital divide”,and better serve rural revitalization and urban renewal requires further exploration and thinking.New Zealand and China are facing similar situations in regional differences,ethnic diversity,and urban-rural differences in education informatization,and the Equitable Digital Access for Student plan launched by the New Zealand government in 2018has offered certain implications for the implementation of China’s education digitalization strategy.Through the analysis and interpretation of the implementation background,vision and objectives,framework content,implementation steps,and characteristic practices of the plan,the article puts forward the following suggestions:fully coordinate the top-level design and precise implementation of policies in the formulation of poverty alleviation policies,ensure the implementation effect of policies with systematic modules and local examples,promote the equitable digital access level of other public services with education informatization poverty alleviation,improve the digital capabilities of teachers in underdeveloped areas,mobilize the strength of all parties,and enhance the ability of all the citizens to cope with the digital transformation of education.
