“互联网”下的煤矿安全社会监督演化博弈分析与平台构建

Game Analysis and Platform Construction for Evolution of Social Supervision of Coal Mine Safety under"Internet+"

随着人民安全意识的日益提高以及各类互联网平台的普及,重特大煤矿安全事故所造成的社会影响也被放大,社会公众、新闻媒体、第三方机构所组成的社会监督力量在煤矿安全监管监察中愈发重要。基于煤矿企业与社会监管力量间的利益诉求,构建了它们之间的演化博弈模型,得到了双方最优策略量化条件,提供了建设“互联网+”煤矿安全公共信息平台的思路框架。研究表明,建立“互联网+”煤矿公共安全信息系统可以更好地向群众普及安全知识、降低监督成本、规范第三方安全监察机构,实现“互联网+”煤矿监管监察的现代化。

With the increasing awareness of safety and the popularity of various internet platforms,the way in which disaster information is disseminated has changed,the social impact of serious coal mine safety accidents has been magnified,making social supervision by the public,the media and third-party organisations increasingly important in coal mine safety supervision and monitoring.Constructs an evolutionary game model based on the interests of coal mining enterprises and social supervision forces in coal mine safety supervision and monitoring,obtains quantitative conditions for the optimal strategies of both sides,and provides a framework for the construction of an"Internet+"coal mine safety public information platform.The study shows that the establishment of an"Internet+"public safety information system for coal mines can better disseminate safety knowledge to the public,reduce supervision costs,standardise third-party safety monitoring agencies,and modernise the"Internet+"coal mine supervision and monitoring.
