智慧算法在社会救助领域显示出巨大的应用价值,有助于实现智慧救助精细化,建立多维化需求评估标准,构建风险防范机制以及强化政策协调机制。但由于算法对数据的高度依赖和不透明以及当前社会救助存在碎片化、非均等化现象,智慧算法在社会救助领域面临数字歧视、信息侵害和社会救助污名化等困境。为了更好地发挥智慧算法对社会救助的积极作用,应克服技术难题,并立足社会救助制度本身更新社会救助理念、提升社会救助治理能力、坚持救助服务均等化、建立事后反馈机制。

Intelligent algorithms have shown great application value in the field of social assistance,helping to realize refined intelligent assistance,establish multi-dimensional demand assessment standards,build risk prevention mechanisms and strengthen policy coordination mechanisms.However,due to the high dependence and opacity of algorithms on data,as well as the technical and practical obstacles in current social assistance,such as fragmentation and non-equality,intelligent algorithms face difficulties in the field of social assistance,such as digital discrimination,information infringement and social assistance stigma.In order to better play the positive role of intelligent algorithms in social assistance,we should overcome technical difficulties,update the concept of social assistance,improve the governance capacity of social assistance,adhere to the equalization of assistance services,and establish post-hoc feedback mechanism based on the social assistance system itself.
