民族体育公共服务需求表达机制的运行困境与改进策略--以云南石林彝族摔跤为例

Operational Dilemmas and Improvement Strategies of the Demand-Expression Mechanism of National Public Sports Service--A Case Study of Yi Ethnic Group Wrestling in Shilin,Yunnan

采用文献资料、访谈调查和专家咨询等研究方法,以云南石林彝族摔跤为例,从需求表达主体、客体和渠道等三个维度对民族体育公共服务需求表达机制的运行困境及改进策略进行了深入的研究。研究表明,民族体育公共服务需求表达机制的运行机理和核心要素是具备公众主动表达需求的意愿、畅通的需求表达渠道和表达主体合法的话语权和政府及相关组织及时回应和处理需求等。民族地区特殊的经济社会条件、特殊的民族文化品性和习惯影响彝族摔跤公共服务需求的表达。当前民族体育公共服务需求表达机制的运行在表达主体、表达渠道和表达客体方面存在困境。改进策略应以主体意识建构为核心、主体拥有话语权为前提、互动渠道畅通是保障。

Through research methods of literature review, interviews and expert consultations, Taking Yi ethnic group wrestling in Shilin, Yunnan as an example from the three dimensions of subjects, objects and channels of demand expression, the paper makes a deep research on the operational dilemmas and improvement strategies of the demand-expression mechanism of the national public sports service. The research shows that the operational mechanism and core elements of the demand-expression mechanism of national public sports service are the willingness of the public to actively express their needs, the unimpeded channels of demand expression, the rightful voice of the expression subjects and the government and related organizations responding to the needs in a timely manner. The special economic and social conditions,special national cultural characteristics and habits in ethnic areas affect the expression of Yi ethnic group wrestling wrestling public service demand. There are operational dilemmas of the demand-expression mechanism of the national sports public service:in terms of expression subject,channels and objects. The improvement strategies are taking subject consciousness construction as the core, subjects having the right to speak as the premise, and smooth interactive channel as the guarantee.
