摘要
与学习者“需求侧”合理匹配的政策环境、课程建设、供给服务及措施保障等服务全民终身学习体系资源,学员需求数量庞大,建设周期冗长;同时建设过程牵涉部门众多,既需要顶层设计,更需要各方有效配合。学习资源共享共建共管,从资源建设国家模式向社会模式转移,构建政府全面统筹、市场有效介入、社会广泛参与的服务全民终身学习资源共享共建机制,可以最大限度地激发社会力量服务全民终身学习的参与热情和资金投入。
The resources serving the national lifelong learning system such as policy environment,curriculum construction,supply services,and measures guarantees that reasonably match the“demand side”of learners have a huge demand by students and a lengthy construction cycle period.At the same time,the construction process involves many departments.It requires both top-level design and effective cooperation from all parties.Learning resource sharing,co-construction and co-management,transferring from the national model of resource-building to the social model,and building a resource-sharing and co-construction mechanism that serves the lifelong learning of the whole people,which is fully coordinated by the government,effectively intervened by the market,and widely participated by the society,which can maximize the participation enthusiasm and capital investment of social forces for lifelong learning to serve the whole people.
