县委书记胜任特征模型及影响因素研究

Research on the Competency Model and Influencing Factors of the Secretaries of CPC County Committees

县委书记是中国共产党执政兴国的“一线总指挥”,在新时代承担着更重要的职责和使命。基于文献研究、深度访谈、案例研究、职位分析、专家小组讨论、问卷调查、综合分析,研究提出新时代县委书记6个方面16项核心岗位职责和10项重要岗位职责;构建出包含6个维度33项核心胜任特征和22项重要胜任特征的新时代县委书记胜任特征模型;研究提出影响县委书记胜任特征形成、发展、完善和转化生效的4个方面15项主客观关键因素。

The secretaries of CPC county committees are the “General Commander of the front line” for the party in power and rejuvenating the country, shouldering more important responsibilities and missions in the new era. Based on literature research, in-depth interviews, case studies, position analysis, expert group discussions, questionnaire surveys, and comprehensive analysis, the research puts forward 16 core job responsibilities and 10 important job responsibilities in 6 aspects of the secretaries of CPC county committees in the new era;and constructs the competency model of the secretaries of CPC county committees in the new era with 33 core competencies and 22 important competencies in 6 dimensions;puts forward 15 subjective and objective key factors in 4 aspects that affect the formation, development, improvement and transformation of the competencies of the secretaries of CPC county committees.
