党如何实现“善于”领导的科学表述

坚持和加强党对一切工作的领导、坚持党中央集中统一领导的政治立场方向确定后,应当加快推进党朝着“善于”领导的方向迈进。建议在党的二十大报告起草中,以习近平法治思想和习近平总书记关于人民当家作主、坚持党对一切工作的领导等方面的重要论述为根本遵循,对“三统一”“四善于”的理论要点和辩证关系做必要阐释,明确党的领导、人民当家作主、依法治国“有机统一”的含义,将“有机统一”确立为奋斗目标,梳理、优化、统一关于坚持党的领导和党要“善于”领导的各类表述,突出党领导中的“善于”二字,并引向人民当家作主和依法治国。
