哈尔滨市城市生活垃圾分类治理的政府责任研究

Research on Government Responsibility of Urban Waste Classification and Management in Harbin

随着城市居民生活水平和消费能力的逐步提升,城市生活垃圾污染问题日益严峻,“垃圾围城”已成为市政难题。厘清政府在城市生活垃圾分类治理中的责任是对城市积弊颇深的垃圾治理工作的根本性纠偏。基于此,在界定政府应该承担的诸如源头减量的宣传教育责任、无害化处置的综合协调责任、资源化利用的信息公开责任、分类全程的监督管理的责任基础上,针对哈尔滨市政府在城市生活垃圾分类治理中责任缺位问题提供相应解决对策。

With the gradual improvement of urban residents’living standard and consumption ability,the problem of urban domestic waste pollution has become increasingly serious,and the“garbage siege”has become a municipal problem.To clarify the government’s responsibility in the management of urban waste classification is a fundamental correction of the city’s deep-rooted waste management work.Based on this,we define the government’s responsibility for source reduction,comprehensive coordination,information disclosure,and supervision and management of the whole sorting process,and give corresponding countermeasures to the lack of responsibility of Harbin government in urban waste sorting.
