河长制水环境治理创新制度的成效与反思——从协同治理视角看

Effectiveness and Reflection on the Innovative System of Water Environment Control by River Head

随着城市化建设进程与现代工业化发展进程不断推进,自然生态环境受到严重的污染、破坏,水资源污染、水系统破坏问题日益严重。在此情况下,河长制应运而生。河长制政策是我国政府部门为解决水环境治理工作中存在的各项问题提出的创新举措,其主要思想在于全国范围内共同推行实施,逐渐形成全民参与治理、水陆环境共治、上下部门联动以及河长领治的全新水环境治理格局。因此,本文基于协同治理视角对河长制水环境治理创新发展的成效进行总结,并就其制度完善提出了相应的解决对策。

As the process of urbanisation and modern industrialisation continues,the natural ecological environment is being seriously polluted and damaged,and the problem of water pollution and damage to water systems is becoming increasingly serious.In this context,the river chief system came into being.The main idea is to implement the system on a nationwide scale,gradually forming a new water environment management pattern with the participation of all people,the co-management of water and land environments,the linkage of upper and lower departments and the leadership of river chiefs.Therefore,this paper summarises the effectiveness of the innovative development of water environment governance under the river chief system based on the perspective of collaborative governance,and proposes corresponding countermeasures for its institutional improvement.
