排污权交易管理工作要点探究

排污权交易体系是一项融合体现科学环境目标管理技术的重点污染物减排环保激励评价机制,通过其引入的有效利用的现代市场经济杠杆,激励污染企业实行自主投资减排,腾出投资指标自主获利,为促进生态环境综合治理进程发挥了很好的市场监督调节作用。但各地在推进排污权交易管理工作试点及推行交易过程管理中,均发现因存在诸多政策原因导致部分排污权交易项目仍只处于先行试点探索阶段,无法得以全面有效推行。

The emission trading system is a modern market economic lever which integrates the key pollutant emission reduction and environmental protection incentive evaluation mechanism and embodies the scientific environmental target management technology,the pollution enterprises are encouraged to make independent investment to reduce emissions and make independent profits,which plays a good role of supervision and regulation of the market in promoting the comprehensive treatment of ecological environment.However,it has been found that some emission trading projects are still in the pilot exploration stage because of the existence of many policy difficulties in the pilot project and the implementation of the transaction process management,can not be fully and effectively implemented.
