铁路运输技术规章管理平台及其创新服务体系构建研究

摘要 当前铁路运输技术规章管理信息系统数量众多、部署分散、功能大同小异,并且智能化水平低,已不能适应技术规章全生命周期的动态管理、技术规章跨局使用以及网络安全管理的需要。在综合分析运输技术规章管理和使用业务需求的基础上,借鉴民航规章、专利和法律法规信息化管理及智能化应用先进经验,设计构建了面向国铁集团、铁路局集团公司和运输站段三级管理的运输技术规章管理平台,基于运输技术规章管理平台创建了技术规章关系图谱,提出基于运输技术规章全生命周期的创新服务体系及主要应用场景。相关工作的开展,推动了国家铁路技术规章管理向资源集中共享、便利使用、智能分析的方向发展,对规范技术规章管理、促进跨局交流、提升技术规章制修订水平具有重要的现实意义。 The numerous current railway transportation technical regulation(TTR) management information systems are characterized by decentralized deployment, similar functions, and low intelligence levels. They are no longer able to meet the needs of the full life-cycle dynamic management of technical regulations, cross-group application of technical regulations, and network security management. After comprehensively analyzing the business requirements of TTR management and application, this paper developed a TTR management platform applied to the three levels of China State Railway Group, local railway groups, and railway stations and depots by drawing on the advanced experience in the informatization management and intelligent application of civil aviation regulations, patents, and laws and regulations. A TTR relationship map was created on the basis of the TTR management platform, and an innovative service system with regard to the full life cycle of TTR and its main application scenarios were proposed. The development of relevant work has promoted the development of the technical regulation management of the national railway in a manner of centralized resource sharing, convenient use, and intelligent analysis and has important practical significance for standardizing technical regulation management, promoting cross-group communication, and facilitating the revision of technical regulations.
