新型国际关系观是习近平外交思想的重要组成部分,也是新时代中国特色大国外交的重要指导思想和行动准则。它根植于中国优秀传统文化,弘扬马克思主义国际关系理论,继承和总结新中国外交理念与实践经验,批判吸收当代全球政治理念,其产生具有深刻的历史必然性和紧迫的现实必要性。这一思想以相互尊重为前提,以公平正义为准则,以合作共赢为目标,具有鲜明的逻辑性、时代性、创新性、实践性和中国特色。构建新型国际关系必须秉持联合国宪章宗旨和原则、和平共处五项原则、共商共建共享原则、正确义利观、新安全观、新文明观等理念原则,坚持“大国是关键、周边是首要、发展中国家是基础、多边是重要舞台”的外交工作布局,不断贡献中国智慧和力量。新型国际关系观的提出,对于发展马克思主义国际关系理论、创新当代国际关系理论、为实现中华民族伟大复兴营造和平发展环境、开辟人类命运共同体实践路径、推动全球治理体系变革都具有重要的理论和实践意义。

Promoting a new type of international relations is a significant part of Xi Jinping Thought on Diplomacy,and an important guiding ideology and code of conduct for major-country diplomacy with Chinese characteristics in the new era.It is rooted in China’s fine traditional culture,promotes the Marxist international relations theory,inherits and summarizes the new China’s diplomatic concepts and practical and critically absorbs contemporary global political concepts.Its emergence has profound historical inevitability and urgent practical necessity.It takes mutual respect as the premise,fairness and justice as the criterion,win-win cooperation as the goal,and has clear logic,contemporary,innovative,practical and Chinese characteristics.To develop a new type of international relations,we must uphold the purposes and principles of the UN Charter,the Five Principles of Peaceful Coexistence,the principle of achieving shared growth through consultation and collaboration,the principle of upholding the greater good in the pursuit of shared interests,a new concept of security,and a new concept of civilization,adhering to the diplomatic agenda of"Major countries are the key,neighboring countries are the primary,developing countries are the foundation,and multilateralism is an important stage",and constantly contribute China’s wisdom and power.The proposal of new type of international relations has significant theoretical and practical significance for developing Marxist international relations theory,innovating contemporary international relations theory,creating a peaceful development environment for the national rejuvenation,opening up a practical path for the human community with a shared future,and promoting the reform of the global governance system.
