北京市大数据标准体系建设研究

Research on the Construction of Big Data Standards System in Beijing

随着大数据技术的快速发展,数据作为生产要素参与市场化配置,促使经济社会各领域发生着深刻变革。各地政府为了加速数字化转型进程,均提出不同程度的数字化建设发展规划并付诸行动。但在各地实际建设过程中发现,还存在信息系统不兼容、数据定义规范不一致、数据流通使用不畅通、业务不协同等阻碍着数字化转型的因素,亟需借助标准化方法予以解决。本研究以北京市大数据建设为例,通过调研分析了北京市大数据建设过程中的标准化建设现状与需求,总结了北京大数据标准体系建设内容,并探索提出了标准化推进北京大数据建设有关建议,进一步推动地方政府数字化建设标准化工作,促进北京大数据建设过程的质量优化和效能提升。

With the rapid development of big data technology, data as a factor of production participates in marketoriented allocation, making profound changes in various fields of economy and society. In order to accelerate the process of digital transformation, local governments have proposed different levels of digital development plans and put them into action. However, in the actual process in various places, it was found that there are many problems that hinder digital transformation and need to be solved with standardized methods, such as incompatible information systems, inconsistent data definition specifications, poor data circulation and use, and lack of business coordination, etc. Taking the big data process in Beijing as an example, the paper analyzes the current situation and needs of standardization in the process of big data construction in Beijing, summarizes the content of the standards system of big data in Beijing, and puts forward some suggestions related to standardization to promote the construction of big data in Beijing. It is suggested to further promote the standardization of digital construction of local governments, and improve the quality and efficiency of Beijing’s big data construction process.
