全过程人民民主中的过程及权利研究

On the Process and Rights in the Whole-process People’s Democracy

从学理角度分析,全过程人民民主涉及五个过程,即政治过程、政策过程、城乡社区治理过程、企事业单位管理过程、国际交往过程。各个过程包括不同的环节,涉及不同的民主权利。全面推进全过程人民民主,需要对各个过程的民主权利进行更精细的区分,建立相应的权利保障制度和机制,提升人民的民主实践能力,并建立民主实施效果的评价体系和机制。

Theoretically, the whole-process people’s democracy involves five processes, namely, political process, policy process, urban and rural community governance process, enterprises and institutions management process, and international exchange process.Each process includes several links which involve different democratic rights.To comprehensively promote the whole-process people’s democracy, it is necessary to make a detailed distinction between the democratic rights of each process, build a corresponding system and mechanism for the protection of rights, improve the ability of people in democracy, and establish the system and mechanism for evaluating the effect of democracy implementation.
