摘要 随着人工智能越来越多的应用到中国的环境行政监管领域,环境行政监管方式也随着工作需求的变化而产生了变革,健全相应的政策机制和法律法规,是环境行政监管智能化的迫切需求,尤其是在疫情防控常态化的当下,充分利用好非现场监管手段和人工智能分析是促进生态环境执法信息化建设,提升生态环境执法效能的有效办法。大数据分析在环境行政监管应用方面,尤其是在行政执法取证领域的探索使用,是帮助生态环境监管人员发现问题的利器。同时,对这种新的科技手段,也要充分认识到可能面临的不足和困难所在,顺利推进环境监管的智能化进程。 With the increasing application of artificial intelligence to the field of environmental administrative supervision in China,the mode of environmental administrative supervision has also changed.Improving the corresponding policy mechanisms,laws and regulations is an urgent need for intelligent environmental administrative supervision.Especially at the moment of epidemic controlling,making full use of off-site supervision means and artificial intelligence analysis is an effective way to promote the information construction of ecological environment law enforcement and improve the efficiency of ecological environment law enforcement.Starting from the exploration of working condition monitoring and big data analysis in the environmental administrative supervision and data management mechanism of Inner Mongolia Autonomous Region,this paper considers the possibility,advantages and shortcomings of its application in administrative law enforcement and evidence collection.
