摘要 健全公立医院专职党务干部激励机制是推进全面从严治党、加强党的建设、激发干部活力的需求。本研究以某市18所三级公立医院为样本进行问卷调查和访谈,发现被调研的公立医院激励方式缺少差异性、激励机制设计应用不合理、职业路径相对单一不畅、岗位归属感不强等问题,建议从制定岗位责任书、建立差异化绩效工资、畅通职务职称晋升通道、打造系统内部竞争机制、全面提升能力素质等方面加以完善。 Improving the incentive mechanism for full-time Party cadres in public hospitals is the need to promote comprehensive and strict governance of the Party, strengthen Party building, and stimulate the vitality of cadres.In this study, 18 Grade Ⅲ public hospitals in a city were used as samples to conduct questionnaire surveys and interviews. It was found that the surveyed public hospitals lacked differences in incentive methods, unreasonable design and application of incentive mechanisms, relatively single career paths, and weak sense of job belonging.It is suggested to improve from the aspects of formulating job responsibility letters, establishing differentiated performance wages, smoothing the promotion channels for job titles, building an internal competition mechanism in the system, and comprehensively improving ability and quality.
