摘要
在新冠疫情影响下海外EPC项目均受到不同程度的冲击。为提出科学的应对策略,采用分层次管理方法对项目各影响因素和影响程度进行了分析,在此基础上得出了各因素对项目影响的综合排序。对各次级因素的综合影响也进行了具体分析,以达到项目执行过程中实现项目控制成本、计划、质量的基本目标,兼顾安全生产、疫情防控的要求,并据此提出应对措施和建议。在海外EPC项目实施过程中,应根据项目不同的执行阶段对影响因素进行合理调整和分析,以便于为项目的执行提供准确和科学的参考。
The overseas EPC projects are affected by the COVID-19 pandemic to various extent.Therefore,the analytic hierarchy process(AHP)is adopted to study the influencing factors in each project and their impacts,and thus scientific solutions can be proposed.On this basis,the comprehensive influence sequence of each factor on EPC projects is deduced accordingly.Moreover,the comprehensive influence of sub-factors is analyzed to reach the basic goals of controlling the cost,planning,and quality of projects while satisfying the requirements of production safety and pandemic control,and corresponding solutions and suggestions are put forward.During the construction of overseas EPC projects,the influencing factors shall be appropriately adjusted and analyzed according to the different execution stages,and thus accurate and scientific references can be provided for project execution.
