摘要 大小兴安岭地区是全球生态系统的重要组成部分,是我国东北、华北的生态屏障,具有极为重要的生态价值。经过近百年的森林采伐和区内矿区不合理开发,这一具有调解功能的生态功能区已遭到严重破坏,这将危及我国北方生态安全,尤其是粮食安全。要真正建设好大小兴安岭生态功能区,就要从这一地区在我国生态建设中所处的特殊战略地位出发。在坚持实施保护优先的基础上加速经济、社会向环境友好型的转变,实现生态、经济和社会的协调发展,进而把大小兴安岭建设成为生态良好、经济繁荣、人民富足和社会和谐的地区,为我国生态环境建设做出贡献。通过科学培育森林、营造人工林和采取营林抚育措施,有效保护和改善森林生态系统,以维系自然环境平衡,保障社会经济可持续发展。 The great and small Xing’an Mountains are an important part of the global ecosystem and an ecological barrier in Northeast and North China,which has extremely important ecological value.After nearly a hundred years of forest cutting and unreasonable development of mining areas in the area,this ecological functional area with mediation function has been seriously damaged,which will endanger the ecological security in northern China,especially the food security.In order to build the great and small Xing’an Mountains ecological functional area,we should start from the special strategic position of this area in China’s ecological construction.On the basis of persisting in the implementation of protection priority,accelerate the transformation of economy and society to environment-friendly type,realize the coordinated development of ecology,economy and society,and build the great and small Xing’an Mountains into an area with good ecology,prosperous economy,rich people and harmonious society,so as to make contributions to the construction of China’s ecological environment.Through the scientific cultivation of forests,the creation of artificial forests and the adoption of forest management and tending measures,the forest ecosystem can be effectively protected and improved to maintain the balance of the natural environment and ensure the sustainable development of social economy.
